Roofing in Vienna, VA: the Town's rules in order, from building type to Windover Heights

A roof job inside the Town of Vienna passes through up to three layers: Town zoning and design review, a Fairfax County building permit where one applies, and the state building code. This guide reads the Town Code text itself, in the order an owner meets it, and adds a dated timeline of the review rules, a Census snapshot of the Town's homes and what NOAA has logged under the Vienna name.

  • The Town Code exempts a roof replacement from Windover Heights review, but not a change to the roofline
  • 1,262 of 5,818 homes are not detached houses (21.7%)
  • 15 NOAA storm records carry a Vienna label in Fairfax County rows since 2016

The Town's rules in order

These six steps follow the Town of Vienna Code (Chapters 4, 18 and 25, read on the Municode library in October 2026) and the Town and county pages that apply it. They concern parcels inside the Town. If you are unsure that yours is, ask Town Planning and Zoning at 703-255-6341.

1

What is the building?

Section 18-822 sorts permits three ways: small-scale residential (single-unit detached, duplexes and townhouses), large-scale residential (2,500 square feet or more of land disturbance) and commercial, which covers multi-unit residential.

2

Is it in the Windover Heights overlay?

Section 18-234 lists four overlays, and Windover Heights is the only one named historic. Inside it, a Board of Review certificate comes before a building permit, but the roof carve-out in step 4 applies.

3

Is it a duplex, townhouse or multi-family building?

Section 18-822 sends their exterior modifications to the Board of Architectural Review. Section 4-2 makes any land zoned other than single-family detached an architectural control district.

4

Does the job change the roofline or height?

Windover Heights exempts roof repair or replacement even with different colors or materials, but not a change to the roofline or profile. The Town's residential page lists roof height among the work it reviews.

5

What does Fairfax County require?

The county's permit guide lists replacement of roof shingles and under 256 square feet (9 boards) of roof plywood as no permit, unless fire-rated decking is required, such as townhomes. It lists roof repairs as needing a permit.

6

What does the state code add?

13VAC5-63-80 exempts replacing an unlimited amount of roof covering in groups R-3, R-4 and R-5 unless the design wind speed is above 100 mph. It also lets the building official ask for a permit in a locally designated historic district.

How the pieces fit together

Section 18-822 says a Vienna building permit is valid only with both a Fairfax County permit and the Town's zoning and site-related approvals. For a single-unit house, the Town's decision table lists Planning and Zoning, Public Works and the Zoning Administrator as reviewers and Fairfax County as the decision-maker. For a Windover certificate or a Board of Architectural Review approval, the Code says the building permit application is accepted only after the board has decided and no appeal is pending.

Where the sources differ or stay silent

The Town's Residential Projects page says a Windover certificate covers work "not categorized as regular repair and replacement in-kind", while Section 18-840 names roof replacement as exempt even with different materials. Chapter 4 does not say whether a re-roof is "regular maintenance" for the Board of Architectural Review. The state code leaves a permit in a local historic district to the building official. Ask Town Planning and Zoning and the county which reading they apply to your address.

Timeline of the review rules

The Code prints an ordinance history after each section. This table lists the dates those notes and the Town's checklists give. It cannot show which sentence changed on a given date, so treat it as a map of where to look, not a drafting history.

One practical reading: the Town has no published roof design guidelines. The Board of Architectural Review page says there are none, so a board decision rests on the Section 4-15 criteria, which include roofline and height, and on the samples and drawings the applicant brings. Section 4-17 makes a substantial deviation from an approved plan a misdemeanor, which is a reason to put the roof scope in writing before a hearing.

Who owns the roof: a Census snapshot

The Census Bureau's 2024 five-year estimates count 5,818 homes in the Town of Vienna. The table lines up each building type with the path the Code names for it. Census building types are not zoning classes, so use the right-hand column as a pointer, not a ruling.

An older stock

The median home was built in 1971, and 3,792 homes, 65.2%, date from 1979 or earlier. The Census counts buildings, not roofs, so this says nothing about the age of any single roof.

Owners decide

4,647 of 5,553 occupied homes are owner-occupied, 83.7%. In an owner-occupied home, the occupant and the roof decision-maker are the same person.

Rented apartments

In buildings of five or more units, 439 of 595 occupied homes are renter-occupied (73.8%). There the owner or association signs the roof contract, and the Town's commercial path applies.

What NOAA logged under the Vienna name

NOAA's Storm Events database is organized by county zone, so the Town has no file of its own. We downloaded the yearly files from 2016 through the one dated September 18, 2026 and filtered to Fairfax County rows: 792 records, of which 396 are thunderstorm wind, 247 flood, 103 flash flood, 40 hail and 5 tornado. Fifteen carry the place label VIENNA: nine thunderstorm wind, four flood and two hail.

  • Thunderstorm wind records name trees and branches down, for example near Courthouse Road and Ware Street on June 19, 2017, and on Follin Lane SE on June 19, 2025.
  • One narrative, from May 4, 2021, describes a large tree uprooted at a residence off Flint Hill Road, causing roof, wall and siding damage to a corner of the house.
  • Hail is recorded on May 2, 2016 (1.00 inch) and April 15, 2024 (quarter size).
  • The four flood records are road or ramp closures and one stranded vehicle, such as Old Courthouse Road at Besley Road.

These are counts of what spotters and the Weather Service entered, not a measure of how many roofs were hit, and the label is NOAA's place name, not the Town line. If a storm has damaged your roof, our roofing insurance guide and roof repair page explain what to document and what a repair scope covers.

What to confirm before work is scheduled

  • Whether the parcel is inside the Town and, if so, whether it is in the Windover Heights overlay (the Town's Interactive Zoning Map and district map PDF answer that).
  • The building type under Section 18-822, and so which of the Town's two design boards, if either, could apply.
  • Whether the scope changes the roofline, profile or height, which is where the Windover carve-out stops.
  • How much decking will be replaced and whether the building is a townhouse with fire-rated decking.
  • Who pulls the Fairfax County permit, if one applies, and who obtains the Town's zoning approval. Fairfax Land Development Services is at 703-222-0801.
  • For a Board of Architectural Review hearing: labeled material samples, no larger than 3 by 5 inches, delivered to Planning and Zoning at 127 Center Street S.

Questions people ask

Does a Windover Heights house need Board of Review approval to replace its roof?

Not for a replacement. Section 18-840 of the Town Code says a certificate of appropriateness is not required to repair or replace a roof on an existing building, even if the colors or materials change. It does require one for "any change to the existing roofline or profile of the roof." The Town's Residential Projects page words its own exemption differently, so confirm your scope with Planning and Zoning.

Who signs off on a roof job inside the Town: the Town or Fairfax County?

Both can be involved. The Code says a building permit is valid only with a Fairfax County permit and the Town's zoning and site-related approvals. The Town describes the county as the building official. Whether your particular scope needs a county permit is answered by the county's own list, summarized above.

Does Vienna have an Old and Historic overlay district?

The Town Code lists four overlays: Avenue Center Amenity, Church Street Vision Incentive, Windover Heights Historic and Chesapeake Bay Preservation Areas. Windover Heights is the only one named historic. The phrase "Harmony or incongruity with the old and historic aspect of the surroundings" is one of its review criteria, not a district name.

What does the Board of Architectural Review look at on a townhouse or apartment roof?

Section 18-822 sends exterior modifications to duplex, townhouse and multi-family properties to the Board of Architectural Review. Its criteria in Section 4-15 include roofline and height. Chapter 4 exempts "regular maintenance" but does not define it for roofing, so ask Planning and Zoning whether your scope counts.

Does Vienna publish design guidelines or approved roof colors?

The Board of Architectural Review page says the Town has no specific design guidelines, recommended colors or materials. Chapter 4 also says the board may not impose a specific architectural style. If your project does go to the board, its checklist asks for labeled material samples no larger than 3 by 5 inches.

Does being on the Town's historic register limit what I can do to my roof?

Chapter 25 adds no roof rule. It says recognition on the register is "of no legal effect or consequence" in applying zoning and subdivision laws. The register is separate from the Windover Heights overlay, which does carry the review process described above.

How many Vienna homes are in apartment-type buildings?

The Census Bureau's 2024 five-year estimates count 625 of the Town's 5,818 homes in buildings of five or more units, 10.7%. Of the 595 occupied homes in those buildings, 439 are renter-occupied, so a roof decision there sits with an owner or association rather than a resident.

Has NOAA recorded roof damage in Vienna?

In the Fairfax County rows of NOAA's Storm Events files, 15 records carry a Vienna label, and only one narrative mentions a roof: a tree uprooted at a house off Flint Hill Road on May 4, 2021, with roof, wall and siding damage. The label is NOAA's place name, not the Town boundary.
