Roofing in Sterling, VA: start with the building type, then the county, then the documents

Sterling is a census-designated place in Loudoun County, so there is no town hall and one county office handles building permits. What differs from roof to roof is the kind of building under it. This guide starts with Census counts of Sterling's homes, sorts out who decides the roof for each type, then reads Loudoun's permit pages, the state code and the NOAA storm record.

  • 50.2% of Sterling homes are detached houses and 31.4% are attached
  • 74.3% of homes were built from 1970 to 1999 (median year 1982)
  • 7 Loudoun historic districts on the county list, none named Sterling

Sterling's homes by building type

Roof rules follow the building, so the first question is what Sterling is made of. The Census Bureau's place list shows Sterling CDP in Loudoun County. Its American Community Survey 2024 five-year estimates (2020 to 2024) count 10,102 housing units, split like this.

Census Bureau, ACS 2024 five-year estimates, table B25024, Sterling CDP. Shares computed from the table. These are survey estimates, not a count of roofs.

Who lives there

Of 9,813 occupied homes, 7,041 (71.8%) are owner-occupied and 2,772 (28.2%) are rented. The table counts households, not building owners.

When it was built

The survey puts 7,508 homes (74.3%) in the 1970s, 1980s and 1990s, with a median build year of 1982. Only 108 date from 2020 or later. It records the home's age, not when the roof was last replaced.

Who decides the roof, type by type

The same survey splits owners and renters inside each building type (table B25032). That matters because a renter household does not sign a roofing contract.

20 or more units2659295.8%Building owner or manager, or condominium board

ACS 2024 five-year estimates, table B25032, Sterling CDP; renter share computed. The table does not separate condominium buildings from rental buildings, and 50 mobile homes, boats and RVs are left out.

Detached and attached homes

Together they are 81.7% of units and 92.6% of owner households (6,520 of 7,041). For these the owner signs, and the recorded declaration, if one exists, may add a second approval.

Larger buildings

Of 618 households in buildings of 20 or more units, 592 rent. The decision there sits with an owner, a manager or a board, not the household. See our condo and co-op guide for how a board decision is structured in general.

Two statutes that explain the table

For a condominium, the Virginia Condominium Act defines common elements as all portions of the condominium other than the units. A limited common element is reserved for one or more, but fewer than all, of the units. Section 55.1-1964 says repair or replacement of a limited common element is specially assessed to the unit it was assigned to, unless the condominium instruments say otherwise. The statute does not name roofs, so the instruments answer it.

For a townhouse or house in a property owners' association, Section 55.1-1800 defines capital components as items the association must repair, replace or restore and whose funding the board decides is necessary. Section 55.1-1826 requires the board to run a reserve study at least once every five years and lets it meet replacement needs through reserves, extra assessments or borrowing. Whether your roof is an association item or yours is a matter for the declaration.

What Loudoun's pages say about a re-roof

Because Sterling sits in no town, Loudoun's Department of Building and Development is the only permit office. Its pages set out the following, and the state building code fills the gap on roofs.

QuestionWhat the source saysWhere it is silent
Is a re-roof on the county's permit list? The residential list names additions, decks, finished basements, renovations and alterations, and more.Roofs are not named.
Does the county treat a condominium differently? The Additions and Alterations page says it does not include condominiums. It does not say which page covers a condominium re-roof.
What does state code exempt?Item 14.5 of 13VAC5-63-80 exempts unlimited roof covering replacement in groups R-3, R-4 and R-5 unless the design wind speed is above 100 mph, and 100 square feet or less in all groups. The county pages do not restate it or give your address's wind speed.
What about decking?Item 14.6 exempts 256 square feet or less of decking in those groups, unless it was required to be fire-retardant-treated or protected as a fire-rated wall termination.Neither source lists which Sterling rows have such decking.
Who must sign up the work?A contractor on a permit application needs a Virginia State Contractors License and a Loudoun County Business License.Roofing work that needs no permit is not covered on the page.

Loudoun's Hiring a Contractor page adds a caution worth knowing: the county business license receipt shows tax was paid, and the page says it is "not an indication of the proficiency" of the contractor. The state license is the one to verify on the Department of Professional and Occupational Regulation lookup. Applications go through the county's LandMARC portal or the counter at 1 Harrison Street SE in Leesburg, and the Permitting page gives 703-777-0220.

The Permitting page also says the county's approval does not replace other approvals and that applicants must contact their homeowner or property owner association. Arlington County has a different permit table, set out on our Arlington hub, so none of its numbers carry over. For what each scope involves, see roof replacement and roof repair.

Historic districts and Sterling

Loudoun's County Historic Districts page says the Zoning Ordinance allows Historic Site, Historic and Cultural Conservation, and Historic Roadway overlay districts, and that landowners in them present plans to the Historic District Review Committee for a Certificate of Appropriateness before altering existing structures. The page lists seven districts by name: Aldie, Beaverdam Creek Historic Roads, Bluemont, Goose Creek, Oatlands, Taylorstown and Waterford.

Where the page is silent

Sterling is not on that list. The page names districts, not individual Historic Site parcels, so it cannot tell you about one address. Ask Loudoun Planning and Zoning before assuming either way.

The storm record for Sterling roofs

We downloaded NOAA's Storm Events detail files for 2016 through 2026 on October 18, 2026 and counted the Loudoun County zone rows ourselves. They hold 295 thunderstorm wind rows on 121 separate days, 287 of them at 50 knots or more, 56 hail rows on 18 days, and four tornadoes. The table lists five of the records that name Sterling or a Sterling neighborhood.

None of these narratives reports damage to a roof. A record shows weather happened near an address, not what it did to your roof. Our roofing insurance explainer covers how a claim fits in.

Questions people ask

Does Sterling have its own town permit office?

No. The Census Bureau lists Sterling as a census designated place in Loudoun County, not an incorporated town. Loudoun's Permitting page says its Department of Building and Development issues building permits for the entire county. For questions about a Sterling address, that department is the office to ask, at 703-777-0220.

What share of Sterling homes are detached houses?

The Census Bureau's 2024 five-year estimates count 10,102 housing units in Sterling. Of those, 5,073 (50.2%) are detached houses and 3,177 (31.4%) are attached homes such as townhouses. Another 1,450 (14.4%) are in buildings of five or more units.

Does Loudoun County require a permit to replace shingles?

Loudoun's residential permit list names additions, decks, renovations and alterations, and does not name roofs. The state building code exempts replacing an unlimited amount of roof covering in groups R-3, R-4 and R-5 unless the design wind speed is above 100 mph. Because the county page is silent, confirm your scope with Building and Development before work starts.

Why does a Sterling townhouse roof need a second look at the plywood?

The state code exempts replacing 256 square feet or less of roof decking unless that decking was required to be fire-retardant-treated or protected as a fire-rated wall termination when the building was built. Attached homes are 31.4% of Sterling's housing, so ask the county whether your row falls under that exception.

Does a Sterling homeowners association have to approve a roof?

Loudoun's Permitting page says applicants are responsible for contacting their homeowner or property owner association about additional requirements or approval. Your recorded declaration and the association's guidelines are the documents that answer the question for your street.

Is any part of Sterling in a Loudoun historic district?

The county's historic districts page lists seven districts: Aldie, Beaverdam Creek Historic Roads, Bluemont, Goose Creek, Oatlands, Taylorstown and Waterford. Sterling is not among them. The page does not list individual historic site parcels, so ask Planning and Zoning about a specific address.

Has Sterling had hail or wind events that matter to a roof?

NOAA's Storm Events database has Sterling-named records, among them 1.25 inch hail in Sterling Park on September 8, 2023 and hail up to 2.50 inches reported on Ridgetop Circle on August 29, 2024. The narratives describe broken vehicle windshields and downed trees. They do not report roof damage, so inspect your own roof rather than assuming.

What does a contractor need to be listed on a Loudoun permit application?

Loudoun's Hiring a Contractor page says contractors listed on a building permit application must have a valid Virginia State Contractors License and a Loudoun County Business License. You can check the state license on the Department of Professional and Occupational Regulation lookup page.
