Metal roofing in Vienna, VA: who signs for it, and what a finish sample cannot tell you

Who signs, by building type

The Town of Vienna sorts a project by what the building is. These four entries follow the Town Code and Town pages as read on October 18, 2026, and the Fairfax County permit guide. They describe review paths, not a promise that any metal roof is approved. The Windover Heights roof exemption is covered on the Vienna roofing guide and is not repeated here.

Detached house

Small-scale residential permit. The Town table lists Planning and Zoning, Public Works and the Zoning Administrator as reviewers and Fairfax County as the decision-maker. Section 4-2 treats land zoned for anything other than single-family detached homes as an architectural control district.

Townhouse or duplex

Section 18-822 sends exterior modifications to the Board of Architectural Review. The board page says there is no staff-level approval, one meeting a month and no expedited review.

Apartment or condominium building

Section 18-822 puts multi-unit residential in the commercial permit category, with board review of exterior modifications. The party who signs the roof contract is the owner or association, so the governing documents matter as much as the Town.

Mixed-use or non-residential

Same board path. The Code lists roofline and height among the criteria in Section 4-15. It names no roofing material.

Owners, renters and the roof contract

The Census Bureau counts who lives in a building as well as what the building is. Table B25032 crosses tenure with units in structure. The figures are 2024 five-year estimates (2020 to 2024) for the Town, and each carries a margin of error, shown in the table. Occupied homes total 5,553.

Finish, sheen and fade

The Metal Construction Association says architectural metal roofs carry a paint finish, and that low-slope panels come with a painted or clear acrylic finish. The finish is therefore a separate product with its own paperwork, and Town review reaches it through samples. The Board of Architectural Review checklist asks for labeled samples of all materials and colors, no larger than 3 by 5 inches and not mounted on a board. The Windover Heights checklist asks for cut sheets or manufacturer specifications for roofing systems.

That sentence comes from EPA's own roof specification and is about sunlight reflectance, not paint color. It is still the closest neutral statement on aging that the sources opened for this page contain. The same EPA text lists maintenance such as rinsing among the steps that keep reflectance up. Where the sources are silent on fade and gloss, the answer has to come from the finish manufacturer's written terms and from your own sample held outdoors beside the existing roof.

Reading a cool-roof label

People searching for an ENERGY STAR metal roof will not find a current certification, because it no longer exists. EPA's May 28, 2019 memo finalized the sunset of the roof products specification effective June 1, 2022, and the Cool Roof Rating Council says the label is now prohibited on roofing packaging and literature. The Council's directory, which it says lists over 3,000 products, carries similar data.

1. Find the rated product ID. The Council's standard label shows it, and the label may be used only on products actively listed in the directory.
2. Read initial and aged values. Initial is measured new. Aged is measured on specimens weathered for three years at an approved test farm, not on roofs in service. An interim label may show lab-aged values until the three-year data exist.
3. Check the finish, not just the metal. The rating belongs to a listed coated product. A different color from the same maker is a different line in the directory.
4. Ask who accepts it. The Council advises checking with your local building department or the issuer of any incentive before relying on a rating.

For scale, the retired ENERGY STAR limits were an initial reflectance of at least 0.25 and at least 0.15 at three years for steep-slope products, and 0.65 and 0.50 for low-slope products, with low slope meaning 2:12 or less. Those numbers describe a program that has ended. The Town pages and state exemption text read for this guide do not mention reflectance or cool-roof ratings, so no Vienna rule is attached to them here. The state code does set slopes for metal, with lapped panels at 3 in 12 unless lap sealant is used and standing seam down to a quarter in 12. What to put in writing

• The owner of record and who signs the contract: occupant, landlord, association or board.
• The building type as the Town would classify it, and whether Planning and Zoning says board review applies.
• Panel profile, base metal and the name of the coated finish line, so the sample, the order and the rating all point at the same product.
• The rated product ID, if a cool-roof rating matters to you, and the initial and aged values read from the directory.
• The finish maker's written terms on color change and chalking, and the gloss level of the sample.
• Who submits samples and cut sheets to the Town, and who obtains the Fairfax County permit where one applies.
